The Community Transportation Needs Assessment application is designed to be simple and straightforward. See the graphic below outlining the application process. 


We anticipate opening the Community Transportation Needs Assessment Voucher application in Late 2022. Timing is subject to change as we work to accommodate and respond to changing circumstances.


The Community Transportation Needs Assessment Voucher application can be completed entirely online using the link below. The application process is outlined in the graphic to the right.

IMPORTANT: This is just an overview of the application process. Please consult the Implementation Manual to review the complete process in detail.


  1. Develop your application utilizing support from your technical assistance advocate.
  2. Submit your application.
  3. Submission window closes.
  4. Applications are reviewed for completeness and eligibility.
  5. If your needs assessment project is eligible, your application is complete and there are available funds, you will move on to voucher execution and reimbursement training.

NOTE: If the total amount requested in applications on day 1 exceeds the amount of funds available, then the applications will be randomized and put into review order to ensure equitability. If they do not exceed available funds, they will be reviewed in the order received.

If mailed, the submittal date will be determined by U.S. mail postmark. For security purposes, supporting documents that are sent on removable media (flash drives, CDs, DVDs, etc.) will not be accepted.


At this time, we are not able to accept applications through in-person delivery. Please call us at (626) 744-5670 if this poses an inconvenience.

NO EARLY SUBMISSIONS: Early submissions cannot be accepted and must be resubmitted during the application window time frame.

NO INCOMPLETE SUBMISSIONS: Applicants will be notified if an application is incomplete. The Program Administrator will notify applicants what is needed for the application to be considered complete. To ensure that you submit a complete application, please see the application checklist or discuss with a technical assistance advocate.
