The two part application for Mobility Project Voucher splits out eligibility and project design development. See the graphic below outlining the application process.
The Mobility Project Voucher Phase 1 Application window opened on March 1, 2023, at 9 a.m. PT. The application window will close on April 5 at 11:59 p.m. PT. The Mobility Project Voucher, worth up to $1,500,000 each, helps communities to develop and launch zero-emission mobility projects, such as bikesharing and ride-on-demand services, that fill a community’s transportation gaps and provide access to key destinations.
The Mobility Project Voucher application is separated into two parts to assess eligibility and project design development. The graphic and summary on this page provide an overview of Phase 1 and Phase 2 of the application process.
The orange triangle in the graphic shows where CMO is in the application process.

IMPORTANT: This is just an overview of the application process. Please consult the Implementation Manual to review the complete process in detail. For a more detailed explanation of the review process, click here.
NOTE: Only eligible applicants for which there is available funding will continue to complete their application in Phase 2 of the application process. Per the “first-come-first-served” process, if the total amount requested on day one does not exceed available funds then applications will be reviewed and funds will be awarded in the order that they were received. If the total amount of funds requested on day one, before 11:59 pm PT, exceeds the amount of funds available, then the applications received on day one will be randomized and reviewed in the new randomized order to ensure equitability.
