A Suite of Resources to Help Implement A Community Transportation Needs Assessment.
Below are resources for Community Transportation Needs Assessment Voucher (CTNA) awardees to carry out a meaningful, community-led needs assessment to identify residents’ transportation gaps and preferred solutions. There are resources and tips for carrying out data collection, community engagement, survey design and writing a final report. These resources will help awardees meet program requirements for the Needs Assessment methodology as outlined in the Implementation Manual.
This toolkit also provides guidance for Mobility Project Voucher (MPV) applicants to fulfill application requirements. MPV applicants must include a Community Transportation Needs Assessment report with Phase 1 of their application. These resources can help to ensure that potential applicants meet application requirements and demonstrate that their proposed mobility project is responsive to the specific transportation needs of the community.
Below are links to resources in the toolkit, with sample surveys, community engagement activities, and more. While these are robust guidelines, they are not exhaustive and we look forward to innovative methods for conducting a CTNA. As always, please contact the Technical Assistance Team if there are any questions.
